Who are We?

We are a charity-based NGO based in Cebu, Philippines. We have been incorporated under the Securities Exchange Commission with a paid-up capital of 1 million pesos. ODFI focuses on managing the financial and legal aspects of the Dakwah Bil Haal Project in the Philippines. All Islamic centers (Municipality Islamic Centers, MIC) and their satellites in the barangays (Barangay Islamic Community Centers, BCC) are considered as chapters under ODFI.

The founding Board of Trustees (BOT) comprise 3 Filipinos and 2 Malaysians: Dato’ Abdul Razak Kechik, Heidie Lampara Apiece (Treasurer), Rozita Mohd Fajar Ali, Sofronia Ollia Ebale (Secretary), and Bonifacio Quino Uy Jr. (President). At the time of writing (June, 2025), there is a BOARD OF TRUSTEE that serves ODFI, comprising Dato’ Abdul Razak Kechik, Abdul Rahman Uy, Sofronia Ebale, and Heidie Apiece. We are in the process to include Salim Danny Dahman, Raian Estrera Tampus, and John Daler Tejones Moncao as additional Board of Trustees members.

A Brief History of ODFI

In 2014, Malaysia Relief Agency (MRA) visited Cebu in its humanitarian quest following Hurricane Haiyan. In 2016, Briged Bakti Malaysia (BBM), under its International Outreach Programs, took over from MRA to expand its humanitarian mission in Cebu. The mission was led by BBM President, Dato' Dr Abdul Razak. The mission was a collaboration between several NGOs such as Islamic Outreach ABIM Kelantan (IOAK) and Malaysian Relief Agency (MRA).

The humanitarian aid mission has since morphed into Islamic outreach programs. As of November 2022, more than 200,000 Cebuanos, and more than 200 from Negros have embraced Islam.

In response to their needs for Islamic programs and humanitarian aids, BBM has set up and supported various Islamic centers in various municipalities. As of April 2025, close to 80 Municipality Islamic Centers (MICs), Barangay Community Centers (BCC), and masjids have been established in 23 municipalities and big cities.

In January 2020, approval was received from various regulatory bodies in the Philippines including the SEC, to incorporate One Daawah Foundation (ODFI). A local bank account will be established and ODFI will manage the financial and legal aspects in the management of all ODFI-related projects and programs.

ODFI Objectives

ODFI Basic Principles

Basic Financial Principles

  • 📌The underlying basis of our financial processes are amanah, righteousness, effectiveness, efficiency, frugality, and non-wastefulness.
  • 📌All monetary transactions must fulfil the Islamic obligation of being halal (permissible).
  • 📌We accept donations, grants, zakat, sadaqah, and halal business profits.
  • 📌We keep clear and accurate records of all income and expenses, including receipts and invoices.
  • 📌All spending must benefit the community and align with our mission.
  • 📌All outside-of-OPEX spending must be approved by BBM (Dato’ Razak or his representative) for prior approval. Without prior approval, there is no guarantee that the money spent will be reimbursed.
  • 📌Monthly reports must be prepared by the Center Leader (PIC), reviewed by the Regional Director (RD) and submitted to BBM every month.
  • 📌BBM reviews and audits all OPEX, CAPEX, and expenditures outside of OPEX at least once a year.
  • 📌Any falsification of reporting, especially those involving financial matters, is construed as a violation, expressed or implied, expected of any member of the workforce. Disciplinary action will be taken against the person concerned.
  • 📌We expect honesty, integrity and transparency. No cronyism and nepotism are allowed.

Basic Workforce Training & Development Principles

  • 📌The underlying basis of our workforce training & development processes are amanah, righteousness, integrity, effectiveness, and efficiency.
  • 📌We aim to build knowledge — especially Islamic knowledge, competencies, and skills among members of our workforce, volunteers, and the community.
  • 📌One of our core businesses is that of providing Islamic education to reverts. Therefore, all members of our workforce are required to master the topics given in APPENDIX 1.
  • 📌All members of the workforce are encouraged to continuously learn and apply what they learn in their daily lives.

Basic Operational Principles

  • 📌The underlying basis of our operational processes are amanah, righteousness, effectiveness, efficiency, frugality, and non-wastefulness.
  • 📌Programs are planned based on the realistic needs of the community, and involve community members when and where possible.
  • 📌We treat everyone with respect regardless of religion, tribe and/or background.
  • 📌We expect every center to maintain safety, dignity, and hygiene/cleanliness (mutaharah) in all our activities.

Basic Human Resource Principles

  • 📌he underlying basis of our human resource (HR) processes are amanah, integrity, righteousness, effectiveness, and efficiency. All ODFI workforce are our brothers and sisters in Islam.
  • 📌We aim to create a respectful, professional, and Islamic working environment for all members of the workforce. In addition, we welcome everyone who are honest, hardworking, and share our values.
  • 📌Selection of our workforce is based on character (akhlaq), skills, competencies, and commitment to our mission and vision. No cronyism and nepotism are allowed. All selection of new recruits requires formal approval from BBM unless otherwise specified.
  • 📌All members of the workforce must follow Islamic manners (adab) and rules (hukum), including honesty, respect, teamwork, and punctuality. No negativity or antisocial traits, which include but are not limited to gossip, mal fide (bad intention), backbiting, discrimination, doing takfir, unfair/discriminatory treatment and favouring own but unqualified family members, are allowed.
  • 📌Problems between team members must be handled calmly, respectfully, and privately and in accordance with Islamic rulings and values. If needed, the issue can be brought to the leadership for guidance and resolution.
